Chairman

Andy Borland

Andy Borland has played a pivotal role in shaping the vision and growth of Primary Collaboration New Zealand Ltd since its inception. Elected as the first Chairman in 2014, Andy has been a key architect of PCNZ from the beginning, guiding the initiative from concept to reality. His leadership has been instrumental in establishing a board, recruiting management and staff, and supporting the development of an office, and the key sector managers who would represent the New Zealand shareholders. Andy’s journey with PCNZ began back in 2012, at Stanford University as part of the Te Hono delegation; a collaborative effort focused on advancing New Zealand’s primary industries export interests. It was during this workshop that discussions developed aiming to solve the vexing question, “how can we export to China more effectively, with boots on the ground, with lower risk, and lower cost?”Andy is the Managing Director at Scales Corporation, a leading agribusiness that owns Mr Apple, a key member of PCNZ’s apple coalition, Pacific Pace. With deep experience in governance, Andy has also previously held influential roles such as the Chair of Rabobank New Zealand Limited and Chair of Akaroa Salmon. His passion for New Zealand’s primary sector and his extensive experience make him a driving force behind initiatives that foster collaboration and growth for New Zealand businesses globally.

Chief Executive Officer (CEO)

David Boyle

David Boyle was appointed as CEO of Primary Collaboration New Zealand (Shanghai) Ltd in April 2019, bringing with him extensive experience in leadership roles across China, Australia and New Zealand. David first moved to China in 1997 with New Zealand brewer Lion Nathan, who were setting up breweries and business in Shanghai, and across the East China region. He enjoyed ten years with Lion Nathan, beginning with 5 years at New Zealand Breweries in Christchurch, then 2 years in China, (1997-8), before being heading back to Tooheys Brewery for 3 years, After his tenure at Lion Nathan finished in 2002 in Australia, David and his wife then chose to move back to China, and he took on COO, and then CEO roles in Chinese and American manufacturing businesses. Then in 2009, he and three other Directors founded their own HR consulting business in Shanghai aiming at supporting international companies entering the Chinese market by providing expertise in recruitment, coaching, and legal guidance. He served in this business until the PCNZ opportunity arrived, in 2019 David holds an undergraduate degree in English, French and Chinese history, as well as a Master’s degree in Business Administration. His diverse academic background, combined with his deep expertise in navigating the Chinese business landscape, makes him an invaluable leader for PCNZ and a vital partner for New Zealand companies expanding into China.

Finance and Office Manager

Lily Hou

Lily Hou joined Primary Collaboration New Zealand (Shanghai) Co. Ltd in April 2015 as a first-year employee in the role of Finance and Office Manager. She brought around 20 years of professional experience in China and 7 years of experience in New Zealand, all within the fields of accounting and finance and H.R. With her extensive expertise, Lily plays a crucial role in managing the financial health of PCNZ, ensuring smooth and effective operations. Prior to joining PCNZ, Lily worked as the Business Controller in the Finance Department at Merck Group China, where she was primarily responsible for accounting, financial reporting, and overseeing several SAP projects focused on financial and costing modules.Lily holds multiple qualifications in accounting and finance. She is an ACCA (Chartered Certified Accountant of the UK), and has obtained a Bachelor's degree in Accounting in China, a Master’s degree in Accounting from the University of Waikato in New Zealand, and a Master’s degree in Professional Accountancy from the University of London. Lily's academic accomplishments and professional experience make her a vital contributor to PCNZ's ongoing success in China.

Project Manager

Milli Wang

a first-year employee in the role of Event Coordinator and was later promoted to Project Manager. She runs events and functions and also supports PCNZ’s Market Managers with marketing and trade show activities. She also is PCNZ’s go-to person for internal travel arrangements for internal staff and our visiting NZ managers. Milli plays a crucial role in managing daily operations in the office, events, and with travel and accommodation.Prior to joining PCNZ, Milli worked as Programme Manager in Shanghai Lifestyle Guide, where she was primarily responsible for event organising, membership and venue recruiting and training.Milli holds Bachelor degree of Business Administration plus Professional English degree (TEM8) from Shanghai International Studies University. Milli also is continuing to develop her digital marketing and design skills, to further support PCNZ’s brands.

Assistant Accountant

Vivian Zhao

Vivian Zhao joined PCNZ in January 2018, in the role of office assistant, and was promoted to be assistant accountant in Jan 2022. Vivian’s core role is to support our Finance manager (Lily) to ensure accounts run smoothly, including managing financial records, processing expense claims and transactions etc. She is also in charge of PCNZ’s Office Administration, which supports all PCNZ’s travel, annual leave, and expenses costs and approvals.As well as serving the PCNZ team, Vivian also works as the accountant for New Zealand Business Round Table in China, in which PCNZ was a founding member. Her main duties are transaction processing, bank reconciliation, financial reporting and regular attendance for all Exec and Board Meetings.Before joining PCNZ, Vivian worked for New Zealand Trade & Enterprise as Executive Assistant for more than eight years where she developed her great love for New Zealand. Vivian has an undergraduate degree in English and obtained her accounting degree in 2024, studying part-time whilst working in PCNZ.
